John McLaughlin has been the Federal Program Manager of the Title I, Part D Neglected, Delinquent, or At Risk Program and the McKinney-Vento Education for Homeless Children and Youth Program since March 2008. Prior to that, he was the State Coordinator for homeless, neglected and delinquent education programs with the Minnesota Department of Education. He has been an educator in the fields of teaching English as a Second Language, migrant education, teacher education and service learning.
John started out as a counselor at a group home for runaway and at-risk youth in New Haven, Connecticut in 1988, was a high school ESL and social studies teacher, and later a teacher educator at the University of Michigan, English Language Institute. He has a doctorate in education, a master's degree in public administration, and a bachelor's degree in Sociology.
