Title I, Part D provides supplemental education funds to States through two separate programs: Subpart 1 (State Agency Program) and Subpart 2 (Local Agency Program). All States, the District of Columbia, and Puerto Rico receive Subpart 1 funding. However, several States, the District of Columbia, and Puerto Rico do not receive Subpart 2 funding.
