Policies, Procedures, and Practices Affecting the Education of Children Residing in Group Homes

In December 2002, the California Department of Education contracted with AIR to conduct a study of the Policies, Procedures, and Practices Affecting the Education of Children Residing in Group Homes in California. The purpose of the study was twofold: 1) to address concerns about the state's system for funding educational services for foster youth and 2) to address problems associated with the educational placement of youth residing in group homes. This report outlines key findings and recommendations from this study conducted in collaboration with Lodestar Management and Research, SRA Associates, and Human Systems Development.
This study provided the California Department of Education with information regarding the number of children residing in group homes and their educational placements. The project focused on the following issues:
- The practices and procedures that influence placement and provision of services and their impact on educational outcomes
- The cost and feasibility of collecting information about these placements on an ongoing basis
- The coordination between agencies that provide these students with services
- The impact of interagency coordination practices and procedures on educational outcomes for these children.
